Mr. PAUL. Mr. Chairman, I rise in opposition to H.R. 3579, the Emergency Supplemental Appropriations Act, a bill to further fund, at the expense of airports and Section 8 Housing Assistance, the unconstitutional effort to “police the world.” Having submitted amendments to the Rules Committee to defund the “police the world” aspects of this bill only to be denied in the Rules process, I must oppose final passage of this supplemental Appropriations bill.

Mr. PAUL. Mr. Speaker, I rise in opposition to the Conference Report of the “Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006.” This is the largest supplemental spending bill in the history of the United States — and all of this spending is off the books. All supplemental bills by definition are deemed “off-budget” and thus the dollars spent are not counted by the General Accounting Office when compiling annual deficit figures, nor are they included in annual budget figures. They thus obscure the true levels of spending and debt, and much of the “emergency” spending is not at all in response to any emergency.

The legislation was HR 3579, the Emergency Supplemental Appropriations Act. When I learned that this legislation continued the "police the world" programs, I submitted amendments to the Rules Committee to defund those aspects of the legislation. Unfortunately, the Rules Committee sidetracked the amendments, preventing them from getting a full floor vote.
