Clergy Freedom of Choice Act Introducing The Clergy Freedom Of Choice Act 10 March 1999 1999 Ron Paul 16:1 Mr. PAUL. Mr. Speaker, today I introduce the Clergy Freedom of Choice Act. Under current law, clergy may opt out of Social Security within 2 years of ordination. My legislation extends this provision, to allow clergy to opt out at any time in their career.
