Totalization is the centerpiece of this proposal, so even if a Mexican citizen did not work in the United States long enough to qualify for Social Security, the number of years worked in Mexico would be added to bring up the total and thus make the Mexican worker eligible for cash transfers from the United States.

Finally, Mr. Speaker, I wish to point out that by using the word “desecration,” which is traditionally reserved for religious symbols, the authors of this amendment are placing the symbol of the state on the same plane as the symbol of the church. The practical effect of this is to either lower religious symbols to the level of the secular state, or raise the state symbol to the status of a holy icon. Perhaps this amendment harkens back to the time when the state was seen as interchangeable with the church. In any case, those who believe we have “No king but Christ” should be troubled by this amendment.

Liberal, Christopher Hitchens, has recently officially joined the neocons, and it has been reported that he has already been to the White House as an ad hoc consultant. Many neocons now in positions of influence in Washington can trace their status back to Professor Leo Strauss of the University of Chicago. One of Strauss’ books was Thoughts on Machiavelli . This book was not a condemnation of Machiavelli’s philosophy. Paul Wolfowitz actually got his PhD under Strauss. Others closely associated with these views are Richard Perle, Eliot Abrams, Robert Kagan, and William Kristol. All are key players in designing our new strategy of preemptive war. Others include: Michael Ledeen of the American Enterprise Institute; former CIA Director James Woolsey; Bill Bennett of Book of Virtues fame; Frank Gaffney; Dick Cheney; and Donald Rumsfeld. There are just too many to mention who are philosophically or politically connected to the neocon philosophy in some varying degree.

In recent years, we have seen numerous abuses of power by federal courts. Federal judges regularly strike down state and local laws on subjects such as religious liberty, sexual orientation, family relations, education, and abortion. This government by federal judiciary causes a virtual nullification of the Tenth Amendment’s limitations on federal power. Furthermore, when federal judges impose their preferred policies on state and local governments, instead of respecting the policies adopted by those elected by, and thus accountable to, the people, republican government is threatened. Article IV, section 4 of the United States Constitution guarantees each state a republican form of government. Thus, Congress must act when the executive or judicial branch threatens the republican governments of the individual states. Therefore, Congress has a responsibility to stop federal judges from running roughshod over state and local laws. The Founders would certainly have supported congressional action to reign in federal judges who tell citizens where they can and can’t place manger scenes at Christmas.

Stay out of Sudan’s Civil War

The fact is we do not know and cannot understand the complexities of the civil war in Sudan, which has lasted for 39 of that country’s 48 years of existence. Supporters of our intervention in Sudan argue that this is a clear-cut case of Sudan’s Christian minority being oppressed and massacred by the Arab majority in the Darfur region. It is interesting that the CIA’s World Factbook states that Sudan’s Christians, who make up five percent of the population, are concentrated in the south of the country. Darfur is a region in the mid-western part of Sudan. So I wonder about this very simplistic characterization of the conflict.

The issue of moral values and the mandate that has been claimed after the election raises serious questions. The architects of the Iraq invasion claim a stamp of approval from the same people who voted for moral values by voting against abortion and gay marriage. The question must be asked whether or not the promotion of pre-emptive war and a foreign policy of intervention deserve the same acceptance as the pro-life position by those who supported moral values. The two seem incompatible: being pro-life yet pro-war, with a callous disregard for the innocent deaths of thousands. The minister who preaches this mixed message of protecting life for some while promoting death for others deserves close scrutiny. Too often the message from some of our national Christian leaders sounds hateful and decidedly un-Christian in tone. They preach the need for vengeance and war against a country that never attacked nor posed a threat to us. It’s just as important to resolve this dilemma as the one involving the abortionist who is paid to kill the unborn while the mother is put in prison for killing her newborn.

The problem is that these calls for U.S. intervention ignore the complexities of Lebanon’s tragic recent history, and its slow return from the chaos of the civil war — a revival in which Mr. Hariri played a praiseworthy role. We should remember, however, that it was the Lebanese government itself that requested assistance from Syria in 1976, to help keep order in the face of a civil war where Maronite Christians battled against Sunnis and Druze. This civil war dragged on until a peace treaty was agreed to in 1989. The peace was maintained by the Syrian presence in Lebanon. So, while foreign occupation of any country against that country’s will is to be condemned, it is not entirely clear that this is the case with Syrian involvement in Lebanon. Hariri himself was not a supporter of immediate Syrian withdrawal from Lebanon. What most won’t say here is that Syria has indeed been slowly withdrawing forces from Lebanon. Who is to say that this is not the best approach to avoid a return to civil war? Yet, many are convinced that we must immediately blame Syria for this attack and we must “do something” to avenge something that has nothing whatsoever to do with the United States.

Proponents of the president’s Afghanistan escalation cite the successful “surge” in Iraq as evidence that this second surge will have similar results. I fear they might be correct about the similar result, but I dispute the success propaganda about Iraq. In fact, the violence in Iraq only temporarily subsided with the completion of the ethnic cleansing of Shi’ites from Sunni neighborhoods and vice versa – and all neighborhoods of Christians. Those Sunni fighters who remained were easily turned against the foreign al-Qaeda presence when offered US money and weapons. We are increasingly seeing this “success” breaking down: sectarian violence is flaring up and this time the various groups are better armed with US-provided weapons. Similarly, the insurgents paid by the US to stop their attacks are increasingly restive now that the Iraqi government is no longer paying bribes on a regular basis. So I am skeptical about reports on the success of the Iraqi surge.

Last week the Texas state legislature adopted a resolution calling for an end to U.S. economic sanctions against Cuba. Lawmakers emphasized the failure of sanctions to remove Castro from power, and the unwillingness of other nations to respect the embargo. One Representative stated: "We have a lot of rice and agricultural products, as well as high-tech products, that would be much cheaper for Cuba to purchase from Texas. Are the political beliefs of churchgoers the business of the IRS? Not according to North Carolina Congressman Walter Jones, who recently introduced legislation that addresses the very serious issue of IRS harassment of churches that engage in conservative political activity. Specifically, the bill changes the tax code to clarify that no church or religious organization will lose its tax-exempt status because it participates in political campaigns or works to influence legislation. This bill is badly needed to end the IRS practice of threatening certain politically disfavored faiths with loss of their tax-exempt status, while ignoring the very open and public political activities of other churches. While some well-known leftist preachers routinely advocate socialism from the pulpit, many conservative Christian and Jewish congregations cannot present their political beliefs without risking scrutiny from the tax collector. The "Houses of Worship Political Speech Protection Act" (HR 2357) will end this political favoritism and government interference with free speech. I'm pleased to report that the Act already has been sponsored by more that 50 members of Congress.

The Founding Fathers envisioned a robustly Christian yet religiously tolerant America, with churches serving as vital institutions that would eclipse the state in importance. Throughout our nation’s history, churches have done what no government can ever do, namely teach morality and civility. Moral and civil individuals are largely governed by their own sense of right and wrong, and hence have little need for external government. This is the real reason the collectivist Left hates religion: Churches as institutions compete with the state for the people’s allegiance, and many devout people put their faith in God before their faith in the state. Knowing this, the secularists wage an ongoing war against religion, chipping away bit by bit at our nation’s Christian heritage. Christmas itself may soon be a casualty of that war.

Conservatives must understand that the powers they grant the FCC today may one day be used against them. It is not hard to imagine a future where criticism of abortion is deemed hate speech against women, or criticism of affirmative action considered an unlawful attack on minorities. It is not hard to imagine President Hillary Clinton ordering the FCC to shut down Rush Limbaugh for using the term “feminazi.” Already a petition has been filed with the Justice department to investigate The Passion of the Christ for possible hate crimes against those who dislike the film’s theology! Big-government conservatives will learn that heavy-handed federal control of speech is far more likely to result in a rigidly secular, politically-correct society than a moral society imbued with Christian virtue.

I agree with my colleague Walter Jones of North Carolina that the political views of any particular church or its members are none of the government’s business. Congressman Jones introduced legislation that addresses this very serious issue of IRS harassment of churches engaging in conservative political activity. This bill is badly needed to end the IRS practice of threatening certain politically disfavored faiths with loss of their tax-exempt status, while ignoring the very open and public political activities of other churches. While some well-known leftist preachers routinely advocate socialism from the pulpit, many conservative Christian and Jewish congregations cannot present their political beliefs without risking scrutiny from the tax collector.

If this is Washington’s idea of the spirit of Christmas and charity then it is a sick joke. This holiday season we should be more concerned about the less fortunate here in our own country. People are facing the possibility of losing their homes because of a mortgage crisis brought on by inflation, businesses are being pushed into bankruptcy by a burdensome regulatory state, and the tax code makes it hard for many people to afford basics like medical care, gasoline, and educational expenses for their children.
