Furthermore, by increasing the flow of federal money to state and local educrats, rather than directly increasing parental control over education through education tax credits and tax cuts, the effect will be to make state and local officials even less responsive to parents. I wish to remind my colleagues that many state and local education officials support the same programs as the federal educrats. The officials responsible for the genital exams of junior high school girls in Pennsylvania should not be rewarded with more federal taxpayers’ dollars to spend as they wish.

Honoring The Victoria High School Varsity Cheerleaders Of Victoria, Texas

Mr. PAUL. Mr. Speaker, I rise today to pay honor to the winners of the National High School Cheerleading Championship sponsored by the Universal Cheerleaders Association — the Victoria High School Varsity Cheerleaders from Victoria, Texas. Under the able leadership of Denise Neel and Terese Reese, the squad of teens took the title for 1999 following an impressive history of second place in 1998, and third place in 1997. Each year, the cheerleaders set their mark higher, worked harder, trained longer, and kept their eyes on their goal. Their training and perseverance paid off when they brought the national trophy home to their school.

Mr. PAUL. Mr. Speaker, the Jack C. Hays High School Rebel Band of Austin, Texas, recently earned the distinct honor of being selected for the 1999 Sudley “Flag of Honor” award from the John Philip Sousa Foundation. This award is the highest recognition of excellence in concert performance that a high school band can receive. During the 17 years the award has been in existence, only 39 bands from the entire United States and Canada have been selected for the Flag of Honor. Conductor Gerald Babbitt and his Rebel band deserve our praise and recognition on the occasion of receiving this prestigious award.

Mr. PAUL. Mr. Speaker, I rise today to pay honor to the best drill team in the nation and in the world: the Victoria High School Victoriadores from Victoria, Texas. Under the exemplary leadership of D.J. Jaynes, Victoriadore Director, assisted by Laura Klimist, Choreographer, this outstanding group of ladies and gentlemen won many national honors at the marching Auxiliaries/Seaworld National Championship Competition. Their awards include the Choreography Award for all dances—jazz, high kick, military, lyrical and show production; Winner’s Circle (all dances scored 95 or above from all judges); named Best in Class for having the highest overall scores in the competition; and the National Champion Jacket Winners for earning the highest score from all categories and all dances.

One mandate requires states to give priority to K–6 education programs in allocating their Title I dollars. At first glance this may seem reasonable, however, many school districts may need to devote an equal, or greater, amount of resources to high school education. In fact, the principal of a rural school in my district has expressed concern that they may have to stop offering programs that use Title I funds if this provision becomes law! What makes DC-based politicians and bureaucrats better judges of the needs of this small East Texas school district than that school’s principal?

There is no doubt that the way schools are run, how the teachers teach and how the bills are paid is dramatically different from 100 years ago. And even though some that go through public schools do exceptionally well, there is clear evidence that the average high school graduate today is far less educated than his counterpart was in the early part of this century.

Due to the poor preparation of our high school graduates, college expects very little from their students since nearly everyone gets to go to college who wants to. Public school is compulsory and college is available to almost everyone, regardless of qualifications. In 1914, English composition was required in 98 percent of our colleges. Today, it is about one-third. Only 12 percent of today’s colleges require mathematics be taught where in 1914, 82 percent did. No college now requires literature courses, but rest assured plenty of social babble courses are required as we continue to dumb down our Nation.

In essence, the U.S. Department of Education, by making these endorsements, is closing the gate on going to college or even on technical blue-collar jobs for many students. And it is closing that gate as early as kindergarten.

Brown v. Board Of Education

In many places in our country the public school system continues to fail many American children, particularly those in the inner city. Research shows that our schools are more segregated than at any point from the 1960s. Some of this is undoubtedly due to the affects of the Brown decision. Do we really mean to celebrate the failures of forced busing? Forced integration largely led to white flight from the cities, thus making society even more segregated. Where children used to go to different schools but meet each other at the little league field, after Brown these people would now live in different cities or different counties. Thus, forced integration led only to even more segregation. A recent Washington Post article about McKinley High School makes this very point. Worse still, prior to this re-segregation racial violence was often prevalent.

Tribute To Fort Bend, ISD For Winning The Award For Best District-Wide Mock Student Election Program

Fort Bend students can use the database to study election results, create spreadsheets, and draw conclusions about the election process. The website also includes information for parents, including a link to the county registrar’s office for voter registration. Another part of the program involved the county election board deputizing teachers so the teachers could register adults, including eligible high school students, to vote in the 2004 election.

Mr. PAUL. Mr. Speaker, I rise today to honor Calhoun High School (CHS) of Port Lavaca, Calhoun County, TX. On January 6– 7, 2006 the CHS advanced government class, taught by Gennie Westbrook, traveled to Austin to participate in the Texas State final meet for We the People: The Citizen and the Constitution. Calhoun High School ranked second of the seven schools participating in the meet, which is the highest rank yet achieved by a CHS class. In 1995, 2002, and 2003, the CHS class placed third. Students participating in the state contest were Holly Batchelder, Matthew Boyett, Ryan Cardona, Kenneth Chang, Karl Chen, Andrew Delgado, Carlos Galindo, Julio Herrera, Paul Jenkins, Brian Kao, Dustin Lambden, Kayla Meyer, Jake Prejean, and Thomas Reagan.

We the People: the Citizen and the Constitution is the Advanced U.S. Government class available every fall to Calhoun High School seniors. The first place team from each state traveled to Washington, D.C. for the National Final Competition on April 29–May 1, 2006. McAllen’s Lamar Academy team, taught by LeAnna Morse, won first place this year in Texas, and her class often receives Honorable Mention as one of the top 10 schools at the national final meet.

The Memorial High School Cheerleading squad worked their way to the top spot in the Nation by placing among the top ten squads in the Nation since 2001.

UTMB features a multidisciplinary environment that enables scientists and clinicians to work on projects that often have immediate application to patient care. Among UTMB’s areas of strength are neuroscience; pain management and stroke treatment; gastrointestinal health; environmental health and asthma; infectious diseases; vaccine development; cancer; molecular medicine; aging; and diabetes. Among its numerous activities, UTMB hosts summer science programs for middle school, high school, and undergraduate students to help encourage and develop the research work force of tomorrow.

The Smaller Learning Communities Program promotes academic achievement through the creation or expansion of small, safe, and successful learning environments in large public high schools to help ensure that all students graduate with the knowledge and skills necessary to make successful transitions to colleges and careers.

The importance of hard work, endurance, and dedication that Victor Rodriguez learned as a bell ringer stayed with him throughout his life. Dr. Rodriguez was a star athlete who set many records and won numerous trophies at Edna High School, Victoria College, and North Texas State University. After earning his Ph.d, Dr. Rodriguez began a successful career as a teacher and as a coach of several championship track teams. In his work as a teacher and coach, Dr. Rodriguez inspired his students to strive to achieve their goals and dreams.

During Dr. Rodriguez’s 12 years as superintendent of the San Antonio School District, the dropout rate was reduced from 50 percent to less than 10 percent. Applying the lessons in perseverance he learned as a young bell ringer, then superintendent-elect Dr. Rodriguez promised San Antonio School District’s kindergarten class that he would stay as superintendent as long as they were in school. Of course, Dr. Rodriguez kept that promise, not retiring until 1994 when the kindergartners of 1981 were seniors in high school.

Mr. Huvar, the son of Fred and Stella Huvar, was born in El Campo, Texas on October 19, 1919. Mr. Huvar has resided in Victoria since he was 4 months old. A 1937 graduate of St. Joseph High School, Mr. Huvar worked for the local Goodyear Tire Store until December 30, 1941, when he entered the military. Mr. Huvar spent 5 years in the Army Air Corps Ordnance Department, earning the rank of Master Sergeant.

Madam Speaker, on April 26 the Brazoria Roundtable will honor Mr. Rudy Okruhlik for his over 30 years of work in Texas schools, the last 6 years of which were spent as superintendent of Brazosport Independent School District (ISD). Brazospsort ISD consists of 11 elementary schools, 2 middle schools, 3 intermediate schools, 2 high schools, and an alternative placement center. Under Superintendent Okruhlik’s leadership, Brazosport ISD combined challenging academic programs with a passionate commitment to excellence in order to produce an environment conducive to high student achievement.

LaVace Stewart Elementary School is one of only 23 Texas schools selected for the Blue Ribbon award, which honors public and private elementary, middle, and high schools that demonstrate superior academic performance or high gains in student achievement. LaVace Stewart is certainly worthy of this award. As Dr. Sandra Mossman, superintendent of schools for Clear Creek Independent School District said, “[W]hen you walk into [LaVace Stewart] you can immediately feel the enthusiasm for learning and witness the compassion for children.”

Mr. PAUL. Madam Speaker, I am pleased to extend my congratulations and best wishes to the Central High School Class of 1958 as they prepare to celebrate their 50th class reunion on May 30, 2008. Central High is located in Galveston, Texas, which is in my Congressional district. Constructed in 1895 to ensure that the segregation laws then in effect did not deny Galveston’s African-American children the opportunity to obtain an education, Central High is the oldest high school in Texas built to serve African-Americans.

As part of their civic activities, the players participated in a mentoring program in which they tutored at-risk elementary school students in reading, and middle and high school students in remedial math. The players also served as role models and life coaches to these students. Many players put in hours above and beyond what was required by the mentoring program.

Coach Newsom was named Texas Girls Coaches Association Coach of the Year 2008.

Statement: “Something Big is Happening”

But the good news is that it need not be so bad if we do the right thing. I saw “Something Big” happening in the past 18 months on the campaign trail. I was encouraged that we are capable of waking up and doing the right thing. I have literally met thousands of high school and college kids who are quite willing to accept the challenge and responsibility of a free society and reject the cradle-to-grave welfare that is promised them by so many do-good politicians.

Statement in Opposition to HR 1388 - National Service

I would make three points to those of my colleagues who try to justify this bill by saying that participation in the programs are voluntary. First, participation in the program is not voluntary for the taxpayers. Second, nothing in the bill prevents federal taxpayer dollars from being used to support state and local programs that force children to perform “community service” as a condition of graduating from high school. Because an increasing number of schools across the nation are forcing children to provide “service” as a condition of graduating, it is quite likely that the funds authorized by this bill will be used to support mandatory service. Third, and most importantly, by legitimizing the idea that it is an appropriate role for the government to promote “service,” legislation such as H.R. 1388 opens the door for mandatory national service. Today, influential voices in both major parties are calling for a national program of mandatory service as well as a resumption of the military draft. GENERATIONS INVIGORATING VOLUNTEERISM AND EDUCATION ACT

I would make three points to those of my colleagues who try to justify this bill by saying that participation in the programs are voluntary. First, participation in the program is not voluntary for the taxpayers. Second, nothing in the bill prevents federal taxpayer dollars from being used to support state and local programs that force children to perform “community service” as a condition of graduating from high school. Because an increasing number of schools across the nation are forcing children to provide “service” as a condition of graduating, it is quite likely that the funds authorized by this bill will be used to support mandatory service. Third, and most importantly, by legitimizing the idea that it is an appropriate role for the government to promote “service,” legislation such as H.R. 1388 opens the door for mandatory national service. Today, influential voices in both major parties are calling for a national program of mandatory service as well as a resumption of the military draft. He stopped by the office and we had the opportunity to visit about his plans and questions. At one point I asked him what he thought the biggest concerns were in the minds of his parents. Yet today we have casually accepted the notion of federal involvement in education, despite plummeting test sores and increasing violence -- both of which coincide with the increase in federal intrusion. As federal involvement has increased, so has the quality of education and safety declined. In fact, the Princeton Review -- the organization that oversees the Scholastic Aptitude Test (SAT) -- said the current generation of high school seniors is less educated than their parents. A most disturbing trend.

But because Texans take their high school football -- and everything associated with it -- very seriously, perhaps the federal government has finally pushed too far. Hopefully, federal bureaucrats will be soon find themselves as unwelcome in Texas schools as they have attempted to make God.

Four bills that I cosponsored this year have actually passed through the House. Two of them were "Sense of Congress" resolutions. One of these expressed the opinion that no federal funds should go to the sacrilegious displays at the Brooklyn Museum of Art, and the other one stated that prayers and invocations at public school sporting events ought to be considered constitutional. This latter issue has been very important in Texas where a federal court ruled that prayer before a school football game was unconstitutional. The founding fathers would turn over in their graves if they knew that the constitution they gave us was interpreted by liberal judges as prohibiting a prayer at a local high school. This travesty must not stand, and the real solution, of course, is for the federal courts to keep their noses out of the business of local school districts.

Politically correct sensitivity training substitutes for rigorous coursework in liberal arts or practical vocations. Children learn phony self-esteem, rather than the importance of productive achievement. Teachers are prohibited from maintaining discipline. As a result, our high school graduates enter adulthood less educated and less prepared for responsibility than previous generations. Obviously, ever-increasing federal control over our schools has failed the nation's children and lowered educational standards.

The Voucher Debate and the Failure of Public Education

I applaud the proponents of vouchers for having the initiative to try something new that challenges the federal government’s virtual monopoly on education. It’s admirable to apply a market approach to schools. Forty years of Great Society federal programs have done nothing but make our public schools worse. Fifty years ago, before the federal government became involved in public education, American grammar and high schools were the best in the world. Students faced a demanding curriculum of math, hard sciences, geography, literature, western civilization, spelling and grammar, Latin, and useful trades. They even learned American history, which is sadly lacking in today’s schools. Teachers were respected, and free to enforce discipline without fear of lawsuits or being undermined by school administrators and parents.
