The economy, crime, the environment, drugs, currency instability, and many other problems are important. But it is in the area of foreign policy and for interventionism that provokes the greatest threat to our liberties and sovereignty. Whenever there are foreign monsters to slay, regardless of their true threat to us, misplaced patriotic zeal is used to force us to look outward and away from domestic problems and the infractions placed on our personal liberties here at home.

Don’t Fast-Track Free Trade Deal

The fast-track procedure bill, in addition to creating an extra-constitutional procedure by which international agreements become ratified, sets general international economic policy objectives, re-authorizes “Trade Adjustment Assistance” welfare for workers who lose their jobs and for businesses which fail, and creates a new permanent position of Chief Agriculture Negotiator within the office of the United States Trade representative. The bill would reestablish the President’s extra-constitutional “executive authority” to negotiate “side agreements” such as those dealing with environmental and labor issues. Lastly, the bill “pays” the government’s “cost” of free trade by increasing taxes on a number of businesses which recently benefitted by a favorable judgment in federal tax court.

Recreational use of the lake has been well-provided under Texas state management to include provision of a marina, pavilion, playground, and boating docks, all funded without federal money. Additionally, a woodland bird sanctuary and wildlife viewing area will also be established upon transfer with the assistance of the Texas Parks and Wildlife Department and several environmental organizations.

The Family Education Freedom Act will also aid those parents who choose to educate their children at home. Home schooling has become an increasingly popular, and successful method, of educating children. According to recent studies, home schooled children out-perform their public school peers by 30 to 37 percentile points across all subjects on nationally standardized achievement exams. Home schooling parents spend thousands of dollars annually, in addition to the wages forgone by the spouse who forgoes outside employment, in order to educate their children in the loving environment of the home.

The 1960s crowd, although having a reputation for being anti-war due to their position on Vietnam, has never been bashful about its bold authoritarian use of force to mold economic conditions, welfare, housing, medical care, job discrimination, environment, wages and working conditions, combined with a love for taxes and inflation to pay the bills. When in general the principle of government force to mold society is endorsed, using force to punish Serbs is no great leap of faith, and for the interventionists is entirely consistent. Likewise, the interventionists who justified unconstitutional fighting in Vietnam, Panama, Nicaragua, Grenada, Libya and the Persian Gulf, even if they despise the current war in Yugoslavia, can easily justify using government force when it pleases them and their home constituency.

Mr. Speaker, I rise to commend the insight added to the policy debate on critical environmental regulatory issues by John McClaughry in an article he authored in yesterday’s Washington Times. Mr. McClaughry succinctly highlights the danger which occurs when, as happened in the United States in the late 1800’s and early 1900’s, property rights are ignored in the name of “progress.”

The environmental awareness stimulated by the first Earth Day has had many beneficial results. Thanks to citizen awareness and ensuing state and national legislation, today the air is much cleaner, the water far purer, and risk from toxic and hazardous wastes sharply reduced. Polluters have been made to pay for disposal costs previously imposed on the public. Private groups like the Nature Conservancy have purchased and conserved millions of acres of land and natural resources.

But — and it always seems there is a but — like every promising new movement, the people who became leaders of the environmental movement stimulated by Earth Day soon found they could increase their political power (and staff salaries) by constantly demanding more command and control regulation. On Earth Day 1999, its member groups — as many as a hundred state and national organizations — are celebrating “Resourceful Earth Day.” Their alternative is based on a remark made by Henry David Thoreau, who said, “I know of no more encouraging fact than the unquestionable ability of man to elevate his life by conscious endeavor.”

Today’s energy sources are far cleaner and more efficient than those of 1970, and even more pollution-free new energy devices are emerging from laboratories. New cars today, fueled with improved gasoline, produce 2 percent of the pollution of 1970 cars. Cost-effective resource recovery of everything from aluminum to methane, has made giant strides. Microsensors, global positioning satellites, and tiny computers allow farmers to dispense just the right concentration of fertilizer on every square yard of a field.

Mr. PAUL. Mr. Speaker, I have come forward in the past to suggest that the history of this century has shown us that the foreign policy of so-called “pragmatic interventionists” has created a disastrous situation. Specifically, I have pointed to the unintended consequences of our government’s interventions. Namely, I have identified how World War One helped create the environment for the holocaust and how it thus helped create World War Two and thermonuclear war. And, I’ve mentioned how the Second World War resulted in the enslavement of much of Europe behind an iron curtain setting off the cold war, and spread the international communism and then our own disastrous foray into Vietnam. Yes, all of these wars and tragedies, wars hot and cold, were in part caused by the so-called “war to end all wars.”

Federal polices discouraging telecommuting will harm the environment by forcing American workers out of their home and onto America’s already overcrowded roads. It is ironic that an administration, which has claimed that “protecting the environment” is one of its top priorities, would even consider policies that could undermine a market-created means of protecting the environment. Employers who continue to allow their employees to telecommute will be forced by any OSHA regulations on home offices to inspect their employees’ homes to ensure they are in compliance with any and all applicable OSHA regulations. This is a massive invasion of employees’ privacy. What employee would want their boss snooping around their living room, den, or bedroom to make sure their “home-based worksite” was OSHA compliant?

After hundreds of billions of dollars, we have yet to see a shred of evidence that the drift toward central control over education has helped. By all measurements, the quality of education is down. There are more drugs and violence in the public schools than ever before. Discipline is impossible out of fear of lawsuits or charges of civil rights violations. Controlled curricula have downplayed the importance of our constitutional heritage while indoctrinating our children, even in kindergarten, with environmental mythology, internationalism and sexual liberation. Neighborhood schools in the early part of the 20th century did not experience this kind of propaganda.

The feared gridlock anticipated for the 107th Congress will differ little from the other legislative battles in recent previous congresses. Both parties are in general agreement on monetary management, environmental protection, safety and risks both natural and man-made. Many of the most constitutionally offensive measures in this bill are not limited to terrorist offenses, but apply to any criminal activity. In fact, some of the new police powers granted the government could be applied even to those engaging in peaceful protest against government policies. The bill as written defines terrorism as acts intended “to influence the policy of a government by intimidation or coercion.” Under this broad definition, should a scuffle occur at an otherwise peaceful pro-life demonstration the sponsoring organization may become the target of a federal investigation for terrorism. We have seen abuses of law enforcement authority in the past to harass individuals or organizations with unpopular political views. I hope my colleagues consider that they may be handing a future administration tools to investigate pro-life or gun rights organizations on the grounds that fringe members of their movements advocate violence. It is an unfortunate reality that almost every political movement today, from gun rights to environmentalism, has a violent fringe.

The cost of borrowing money, like the cost of everything else, should be established by the free market- not by government edict. Unfortunately, however, the trend toward overvaluation will continue until the Fed stops creating money out of thin air and stops keeping interest rates artificially low. Until then, every investor should understand how Fed manipulations affect the true value of any company and the level of the markets.

In our heavily regulated environment, however, investors and analysts equate SEC compliance with reputability. The more we look to the government to protect us from investment mistakes, the less competition there if for truly independent evaluations of investment risk.

Until we deal with the substance of the problem — serious issues of American foreign policy about which I have spoken out for years, and important concerns with our immigration policy in light of the current environment — attempts such as we undertake today at improved homeland security will amount to, more or less, rearranging deck chairs — or perhaps more accurately office chairs in various bureaucracies. Until we are prepared to have serious and frank discussions of policy this body will not improve the security of American citizens and their property. I stand ready to have that debate, but unfortunately this bill does nothing to begin the debate and nothing substantive to protect us. At best it will provide an illusion of security, and at worst these unanswered questions will be resolved by the realization that entities such as the Customs Service, Coast Guard and INS will be less effective, less efficient, more intrusive and mired in more bureaucratic red tape. Therefore, we should not pass this bill today.

UTMB earned this recognition because of its efforts to improve both the environment and the quality of life for commuters. UTMB has also recently received Graduate Assistance in Areas of National Need grant to support seven fellowships for nursing students who intend to teach nursing at the university level. UTMB only applied for funding for three nursing fellowships, but the Department of Education awarded UTMB funding for seven fellowships. I am sure I do not have to tell my colleagues how unusual it is for a college to be awarded more funding than they requested.

On Wednesday of this week, I voted in enthusiastic support of an amendment to an appropriations bill prohibiting the Environmental Protection Agency (EPA) from using any taxpayer funds to designate certain areas as "ozone nonattainment areas." The amendment, which was introduced by Representatives Linder and Collins of Georgia, is needed to prevent the EPA from acting without regard to federal court decisions. Without Congressional action, counties in the 14th district of Texas (and many areas across America) could be designated as "non-attainment" areas, with dire consequences. Affected areas face the very serious loss of federal highway funds, as well as restrictions on local industries, changes to land use regulations, and reformulated gasoline requirements. The people of Texas do not need federal regulators determining our air standards, and this vote represents another step in my ongoing fight against unconstitutional and unbridled federal agencies.

The proposed court will be made up of 18 "judges," elected by an Assembly of member nations ratifying the Rome treaty. Bill Clinton??). The court will claim international jurisdiction over "crimes against humanity" and the "crime of aggression." The Assembly, of course, is left to define such crimes and aggression. Undoubtedly, leftist political correctness, socialist economic philosophy, and environmentalist falsehoods will decide the definition of a crime with the new court. It clearly is no stretch to predict that the court will attempt to continually expand its jurisdiction in both the civil and criminal realms. 20 years hence, will we see U.S. corporations dragged before the court to answer for "environmental crimes?" Or will U.S. soldiers be prosecuted for their actions in wartime? What about rights guaranteed to all U.S. citizens by the Constitution, such as due process, jury trials, the right against self-incrimination, and the prohibition against unreasonable searches?

Congress should be privatizing rather than nationalizing airport security. The free market can and does produce excellent security in many industries (including most European airports). Nuclear power plants, chemical plants, oil refineries, and armored money transport companies all employ private security forces that operate very effectively. No government agency will ever care about the bottom-line security and profitability of the airlines more than the airlines themselves. Airlines cannot make money if travelers and flight crews are afraid to fly, and in a free market they would drastically change security measures to prevent future tragedies. In the current regulatory environment, however, the airlines prefer to relinquish all responsibility for security to the government, so that they cannot be held accountable for lapses in the future.

This easy credit environment made it possible for Enron to secure hundreds of millions in uncollateralized loans, loans that now cannot be repaid. The cost of borrowing money, like the cost of everything else, should be established by the free market- not by government edict. Unfortunately, however, the trend toward overvaluation will continue until the Fed stops creating money out of thin air and stops keeping interest rates artificially low. Until then, every investor should understand how Fed manipulations affect the true value of any company and the level for the markets.

This growing bias explains why many of our wonderful Christmas traditions have been lost. Christmas pageants and plays, including Handel’s Messiah, have been banned from schools and community halls. Office Christmas parties have become taboo, replaced by colorless seasonal parties to ensure no employees feel threatened by a “hostile environment.” Even wholly non-religious decorations featuring Santa Claus, snowmen, and the like have been called into question as Christmas symbols that might cause discomfort. Earlier this month, firemen near Chicago reluctantly removed Christmas decorations from their firehouse after a complaint by some embittered busybody. Most noticeably, however, the once commonplace refrain of “Merry Christmas” has been replaced by the vague, ubiquitous “Happy Holidays.” But what holiday? Is Christmas some kind of secret, a word that cannot be uttered in public? Why have we allowed the secularists to intimidate us into downplaying our most cherished and meaningful Christian celebration?

Later this year, all European Union countries will unify their food supplement laws to conform with rules established by a United Nations commission. This commission, called Codex Alimentarius, calls for strict control of dietary supplements. Under the Codex rules, Europeans will need a doctor’s prescription to obtain even basic vitamins. Thanks to the WTO, Americans may find their supplements similarly restricted in an attempt to harmonize the regulatory playing field between the U.S. and Europe. The World Trade Organization by its own admission is not just about trade. According to the WTO website, liberalizing trade actually takes a back seat to its more activist ambitions, such as “development”-- a euphemism for wealth-transfers from rich nations to poor nations. As demand rises with the growth of the U.S. population, we find ourselves increasingly dependent on oil-rich nations-- many of which have questionable governments. With worldwide demand for oil increasing, and our domestic supply fixed, we face a new era. We must increase domestic production, pure and simple. We cannot afford to be held hostage by unrealistic environmental rules that threaten to strangle our economy. Existing refineries cannot carry the nation if we hope to maintain reasonable gas prices.

Most Americans agree that the American economy should not be dependent upon Middle East oil. Economist George Reisman, however, explains that our own domestic regulations make us slaves to OPEC: “Today, it is possible once again to bring about a dramatic fall in the price of oil- indeed, one even larger than occurred in the 1980s. And it could begin right away. All that is necessary is to abolish the U.S. government’s restrictions on domestic energy production inspired by the environmentalist movement.”

Note that much of the support for unrealistic environmental regulations comes from northeastern politicians and media, who weren’t nearly as interested in oil fortunes when the business hit rock bottom in the 1980s. Texas and the gulf coast have always been willing to supply the nation’s energy, and it’s a bit disingenuous to hear criticism from those who are happy to use oil but don’t want refineries in their backyards.

Oil is critical, but it is not a magic commodity that somehow is immune from the laws of economics. In fact, it is precisely because oil is so critical to our economy that we must allow the free market to deliver it. Absent government interference in the oil markets, gas prices would rise or fall according to concrete realities affecting supply and demand. High prices would encourage conservation better than any environmental regulations. Entrepreneurs would race to develop viable alternate fuels if gas prices rose too much.

If Congress attempts to override the President’s veto, I will support the President. As a physician, I am well aware that certain stem cells have significant medical potential and do not raise the moral dilemmas presented by embryonic stem cell research. My objection is focused on the issue of federal funding. Unfortunately, in the Washington environment of “either subsidize it, or else ban it,” it is unlikely there will be much focus given to the issue of federal funding. Instead, virulent charges will fly regarding who is willing to sacrifice the lives and health of others to make a political point.

The founding fathers never saw taxation as a method to direct social behavior or enforce equality. Equality to them was equality under the law, not equality of outcome, or income. It was not the founding fathers' job to manage the economy, or make American businesses competitive. That was up to the free market and American businesses. The founders sought to provide only protection of property and civil liberties such that job creation could happen naturally and peacefully in a stable, prosperous environment. They never sought to take from the rich to give to the poor, or rob Peter to pay Paul. But today, the top 5% of earners in this country pay over half of all income taxes collected, but only bring in a third of the income. One third of Americans pay nothing or receive subsidies from government.

The indirect costs government imposes on gas prices are much more serious. A major bottleneck that causes gas prices to surge is our very meagre and vulnerable refinery capacity due mostly to regulatory red tape. Environmental regulations and litigation have kept our existing refinery capacity barely adequate. In fact, no new refineries have been built since the 70's and these are operating at capacity, which makes our gasoline market especially vulnerable as demonstrated by skyrocketing gas prices in the aftermath of Hurricane Katrina when many coastal oil facilities were brought to a halt. In addition, many foreign refineries don't have the ability to produce the specialized blends of gasoline mandated by our government, and therefore 90% of our gasoline is refined in the United States under extreme regulatory burden. When our domestic refineries are damaged or jeopardized, there are few options other than soaring prices or long lines.

Big Government Responsible for High Gas Prices

Basic economics says that when government restricts the supply of a good, the price will increase. Yet Congress continues to reject simple measures that could increase the supply of oil. For example, Congress refuses to allow reasonable, environmentally sensitive, offshore drilling. Congress also refuses to remove the numerous regulatory hurdles that add to the prohibitively expensive task of constructing new refineries. Building a new refinery requires billions of dollars in capital investment. It can take several years just to obtain the necessary federal permits. Even after the permits are obtained, construction of a refinery may still be delayed or even halted by frivolous lawsuits. It is no wonder that there has not been a new refinery constructed in the United States since 1976.

Rising Energy Prices and the Falling Dollar

Governments need to get out of the way and let the people get back to work so that we can get our economy back on stable footing. Our destructive regulatory environment, confiscatory tax policies, and managed, rather than free trade have chased many businesses overseas. The bottom line is average Americans are being seriously hurt by these flawed policies, and they are not getting good information about the true dynamics at work. The important thing now is to get the diagnosis absolutely correct so we can administer the appropriate treatment and move on to a healthier economic future. To do this it is absolutely necessary to address the subjects of central banking and fiat money.
