Mr. PAUL. Mr. Speaker, the Brazoria County 4–H will hold an awards program on the 14th of August and this is a very important event Mr. Speaker. For those of us who were raised on farms and who represent agricultural communities it is well known how important an organization 4–H truly is.

The Brazosport RehabCare Center is located in Brazosport Memorial Hospital in Lake Jackson, Texas. The primary service areas include the cities of Lake Jackson, Clute, Freeport, Angleton, Danbury and Brazoria. This service area has a combined population of approximately 95,000. The secondary service area includes the cities of Sweeny, West Columbia and Old Ocean with a population of approximately 16,000. The RehabCare Center has also attracted patients from Bay City and Alvin.

The Brazosport RehabCare Center opened its doors on December 31, 1992. Construction was completed at the end of April 1993, for a total of 14 acute rehabilitation beds. The Brazosport RehabCare center is located in Brazosport Memorial Hospital in Lake Jackson, Texas. The primary service areas include the cities of Lake Jackson, Clute, Freeport, Angleton, Danbury and Brazoria. This service area has a combined population of approximately 95,000. The secondary service area includes the cities of Sweeny, West Columbia and Old Ocean with a population of approximately 16,000. Commemorating The 50th Anniversary Of The Incorporation Of The City Of Clute, Texas

Mr. PAUL. Mr. Speaker, I am pleased to commemorate the 50th Anniversary of the incorporation of the City of Clute, Texas, which will be celebrated on June 2, 2002. Clute is a city of just over 10,000 citizens in Brazoria County on the coast of Texas. Clute has a very rich heritage and played an important role in the development of the proud state of Texas.

Though the living was hard these early settlers contributed many things to the advancement of our state. The first milled lumber plantation house was built in Clute. Bricks used to build homes and buildings all over the coast of Texas were made from the high grade clay that was found only in Clute. That clay was used to make structures at Ft. Velasco, where in 1832, the Brazoria Militia staged the first battle for Texas Independence.

Mr. Speaker, Brazosport Independent School District, located in my home county of Brazoria, has received a $458,369 Smaller Learning Communities Program grant from the Department of Education. The Smaller Learning Communities Program promotes academic achievement through the creation or expansion of small, safe, and successful learning environments in large public high schools to help ensure that all students graduate with the knowledge and skills necessary to make successful transitions to colleges and careers.

Tribute To Rudy Okruhlik

Mr. PAUL. Madam Speaker, on April 26 the Brazoria Roundtable will honor Mr. Rudy Okruhlik for his over 30 years of work in Texas schools, the last 6 years of which were spent as superintendent of Brazosport Independent School District (ISD). Brazospsort ISD consists of 11 elementary schools, 2 middle schools, 3 intermediate schools, 2 high schools, and an alternative placement center. Under Superintendent Okruhlik’s leadership, Brazosport ISD combined challenging academic programs with a passionate commitment to excellence in order to produce an environment conducive to high student achievement.

HONORING H.O. TANNER TEACHERS

Mr. PAUL. Madam Speaker, on February 21 the Texas Delta Xi Chapter of the Alpha Delta Kappa International Sorority for Women Legislators will honor some distinguished alumni of the H.O. Tanner School in Brazoria, TX, who attended H.O. Tanner when it was a segregated school. Among those honored will be Julia Mack, who taught at H.O. Tanner after segregation was ended. H.O. Tanner was constructed in 1900 in order to ensure that Texas’ segregation laws did not prevent African- American children from obtaining a quality education.

First, we will maintain the current offices for the interim. Those are located in San Marcos, Victoria and Brazoria County. As we settle in, the Victoria office will remain open, but the Brazoria County office will move to a site closer to Surfside. Of course, a presence will be maintained in San Marcos.

EPA Regulations Threaten Texas

The people of the 14th District are directly affected by EPA actions. Areas in Brazoria and Victoria counties face possible "non-attainment" designation and the resulting loss of transportation funds. Local governments and agriculture face another key battle with the EPA over "non-point source" pollution standards, which could force farmers to obtain federal permits and have "waste management plans" approved by regulators. The threat to the local economy is obvious, as the costs of complying with onerous regulations will send business and jobs elsewhere. While air and water quality standards are a legitimate concern, the state of Texas should make its own decisions without oversight from Washington.

In the 14th congressional district, local leaders did an exceptional job of preparing for Hurricane Rita. Officials and citizens in Galveston and Brazoria counties deserve special praise for showing the nation and the world the right way to prepare for a natural disaster. They proved that the best emergency planning takes place at the state and local level, by people who know the local citizens, roads, coastlines, and topography.

The 14th district was fortunate to escape the worst of Rita. Brazoria county came through the storm mostly unscathed, with some wind damage and power outages. Surfside Beach and Freeport were worst hit, but coastal areas further south in Matagorda county thankfully suffered little or no damage.

Residents of Brazoria and Galveston counties followed the designated evacuation routes perfectly, and experienced no problems until they reached Harris County and points north. The real traffic problems were caused by the huge exodus of Houston drivers. State officials will have to reconsider evacuation routes out of Houston, but Brazoria and Galveston counties clearly were not part of the problem.
